In his latest Blog post on Fonts In Use, Peiran Tan comments that numerous Japanese fonts come with bootleg versions of Century or Century Schoolbook for the Latin glyphs. They often are monospaced and the lowercase exhibits aggressively shortened descenders, so that the Latin glyphs fit into the character bounding box.

This appears to be monospaced. Perhaps made with a typewriter, not a font.
