Shown here is what seems to be an advertisement, from the collection of the “Biblioteca Nacional” of Urugay, as shown on Diseño Del Uruguay, a collection of historical printed matter from Urugay. The website does not offer much information about year or printer, etc. 

“La Aurora” is set in Crayon, but would any of you recognize the formal script or the Lombardic? For the serif I found some candidates, without exception unnamed.

This looks like Kunstler Script with a specific Swash selection on the F.

Thank you, Mstooley! Kuenstler Schreibschrift is certainly similar, but it is also different in details and metrics: cross stroke on F, the width of the u, the x-height. This goes for many similar-looking formal script. 

I may dive into this again one some day.
