I've seen this around a lot. Some random storefronts; Sugarpova used it in the past as a headline typeface, etc.

It's my understanding that this is a Latin companion to some older Microsoft multiscript typefaces. I knew one font where there could be found, but have recently been unable to track it down again. I want to say it was called MS Bangla?

In any case, would love to know more about how this came to exist.

You’re on the right track: this design is included as the Latin portion of various Indic fonts bundled with macOS. It does indeed look very much like a serifless TNR, and it was designed by Muthu Nedumaran for Murasu Systems. More info on Fonts In Use, where I refer to it as MN Latin.
