that would be my guess too. do you have a date of the publication or more information?

It is in a self-published genealogy book that is 10 years old. I know that the person who wrote the book used a word processor to create the book, so it likely a font she purchased specifically for the title page of the book.

I don’t know if this is helpful at all, but last week I noticed a similar looking fleuron on the movie poster of Les Misérables.

i found something quite similar not in a font, but on two other websites:

this makes me think that it is a historic mark of some kind.
