ITC Handel Gothic does come with a more conventional alternate e – but that’s not the glyph used here. I’d assume that it was inserted from a different font because the person who made this didn’t like the default open form of e. While it blends in fairly well, it seems to be a tad shorter than the other letters, and also not wide enough.
