The font was originally only used on the album cover and for a magazine ad. The 2007 reissue used a different design featuring the font on the inlay tracklist as well.

I've used every font identifier I've come across, but without any luck. I also spent way too many hours trawling through font sites trying to manually identify it.

Hopefully, someone here can identify it.

This is Ian Swift’s Dolce Vita, released just one year before the album in 1995. It's no longer available on Swifty’s Typo-Matic site, but you may be able to get it if you contact him.
