Sorry, not finding a match. It appears to be custom lettering.
Similar to Futura Black, Braggadocio, Ritz Stencil JNL, and other art deco typefaces.

I'm not sure if you're referring to the "TVA" text which is custom, but to clarify I'm looking for the font used for the condensed "OFFICIAL HANDBOOK" lettering.

Sorry, my mistake.
Likely Franklin Gothic Condensed Demi or Bold, but would need a larger sample to be sure.
