Slightly outlined, would need to be a font before Oct 2002. The 2 and 1 are unique, 1 looking more like the letter I, and 2's top being larger than base. Might be squished horizontally...

The font is called Soei Marupoptai (創英丸ポップ体), and is created by Keiko Mizumoto.
 

She was a logo designer for TV programs and had been commissioned by Soei Kikaku to create typefaces. One of them was Soei Kakupoptai, which is a Script typeface so often used that it became as notorious as Comic Sans in their region.
 

Marupoptai was initially being sold by Ricoh as part of a font bundle, but later acquired all the rights to their typefaces in 2016. (See page 9 of this .pdf for Marupoptai in their typeface listing.)
 

All the font websites are listed here where you can licence the font from Ricoh.
 

Additional note: Most of the type specimens shown online depict the numerals in a squeezed form. I’m guessing you may need to turn on the OpenType proportional lining feature, or dig out the alternates hidden in their character set to get the numerals in its “unsqueezed” state. But don’t take my word for it!
