Looks like a sign painter's model book, not a type specimen. BTW, please always cite your sources. If it came from a Flickr, paste a link please.

Yeah, Clipper has some similarities, and there is one page that is clearly based on Banco, but otherwise these are original alphabets. That term – alphabet – is often used for a model or sample of lettering that does not represent a typeface available as a font.
