Philadelphia, Pa is handlettered (note the differences between the first and second a in Philadelphia). Reminds me a bit of Art Gothic, Gutenberg, and Johnson. The Whitman & Barnes Manuf'g Co appears to be handlettered as well. Hearly Roughen has a similar vibe. A nameplate like this would have been hand- or photoengraved (likely the latter), and locked up in a printing form with moveable type to complete the rest of the design.
